Note:
The Order of the Knights of Rizal (ordine de caballeros de Rizal) became a statutory corporation under Republic Act 646 of the Republic of the Philippines, a year after it was included in the list above. Its insignia were authorized for wearing by the Philippine diplomatic corps as semi-official decorations and the Federal Republic of Germany even included it in their list of Orders of merit of the Republic of the Philippines that may be accepted by German citizens and need written authorization for wearing by the President of the Republic. It is listed in the German "Amtskalender" as the lowest of the Philippine decorations.
However, the Philippine constitution forbids awarding of titles of nobility or Royalty and the Order itself does not claim to be an Order of Chivalry in the common sense. The titles and post nominals granted are seen as honorifics and must not be mixed with genuine knighthoods. The title "Sir" is for use within the Order only.

"Since some time one can observe the deplorable phenomenon of the appearance of alleged Orders of Knighthood originating from private initiatives and aiming at replacing the legitimate forms of chivalric awards.
As we have previously pointed out, these so-called Orders take their name from Orders which have in fact already existed but are now extinct since many centuries or from Orders which had been planned but were never realized or, finally, from Orders which are truly fictitious and have no historical precedent at all.
To increase the confusion of those who are not aware of the true history of Orders of Knighthood and of their juridical condition, these private initiatives, which style themselves as autonomous, are qualified by appellations which had reason to exist in the past and which belong exclusively to authentic Orders duly approved by the Holy See.
Thus, with a terminology which is almost monotonous these alleged Orders claim for themselves-in differing degrees - such titles as Sacred, Military, Equestrian, Chivalric, Constantinian, Capitular, Sovereign, Nobiliary, Religious, Angelical, Celestial, Lascaris, Imperial, Royal, Delcassian, etc.
Among these private initiatives, which in no way are approved of or recognized by the Holy See, one can find alleged Orders such as the following:
St. Mary of Our Lady of Bethlehem;
St. John of Acre;
St. John the Baptist;
St. Thomas;
St. Lazarus;
St. George of Burgundy orof Belgium or of Miolans;
St. George of Carinthia;
Constantinian Lascaris Angelical Order of the Golden Militia;
The Crown of Thorns;
The Lion of the Black Cross;
St. Hubert of Lorraine or of Bar;
The Concord;
Our Lady of Peace.
To all these alleged Orders of Knighthood and similar ones, with the adjoining more or less international Gol, Silver and Blue Cross Associations, those Orders must certainly be added which, together with one of the names mentioned above, have taken the titles:
of Mercy;
of St. Bridget of Sweden;
of St. Rita of Cascia;
of the Legion of Honour of the Immaculate;
of St. George of Antioch;
of St. Michael;
of St. Mark;
of St. Sebastian;
of St. William;
of the historical but extinct Order of the Temple;
of The Red Eagle;
of St. Cyril of Jerusalem, etc.
So as to avoid equivocations which are unhappily possible, all because of the abuse of pontifical and ecclesiastical documents, once granted for religious purposes or for merely monastic Orders, and to put an end to the continuation of such abuses, entaling harmful consequences for people in good faith, we are authorised to declare that the Holy See does not recognize the value of the certificates and insignia conferred to the above-named alleged Orders."
Traditional leaders versus de jure sovereign Royals
Background
Especially in Africa and Asia, most local Kings and Queens are limited to a status of a recognized traditional leader of an indigenous people or a group of peoples. Their ancestors signed treaties with the colonial governments and ceded their powers to the new rulers, accepting a leadership position within religion and society only. In exchange, the new authorities agreed to recognize them as Kings or Queens and leaders of their people, within their jurisdiction. They still appear as Kings and Queens according to their traditions and as authorized by the said agreements. They are Honorary Kings so to speak and as such absolutely genuine.
However, although they are acknowledged by the government as traditional leaderships of indigenous peoples or ecclesiastical leaders, they lack the fundament for any kingdom: genuine Royalty or sovereignty. Under international and national law, the sovereignty and Royalty was permanently lost by signing said papers.
Although the authorities tend to cooperate with these traditional leaderships, they are, in most cases, not a formal part of the hosting government system nor are they authorized to exercise any real governmental powers.
Titles and awards
The title of King or Queen or equivalent is an honorific, chartered by the respective agreements and mostly acknowledged by the hosting government as the title of a traditional indigenous leader.
In some cases, these Kings or Queens grants honorific titles corresponding to the ancient governmental, noble and Royal titles used in the kingdoms when they were a de facto or de jure sovereign entity. These titles are purely honorific and must not be understood or even used as titles of nobility or Royalty. While the kingdoms expired under law, the Kings or Queens still exercise influence in society and even politics.
This practice is disputed and misleading, however, widely common. While these titles have a value in the local society, especially foreigners are curious about the true status of such honorifics.
They must be seen as awards, honorifics with a confusing appearance, disturbing scholars and followers of authentic Orders of chivalry and bearers of genuine noble titles. Neither such titles or orders are conferment of noble or Royal titles as described under international law.

They are fantasy countries, as Wikipedia states - "These nations usually exist only on paper, on the Internet, or in the minds of their creators." (http://en.wikipedia.org/wiki/Micronations)
They have no recognized governmental or genuine political authority or rights. It is all make-believe and therefore false. Some claim sovereignty or to be true governments-in-exile. However, this is counter to how such organizations are lawfully formed. You cannot create an authentic government-in-exile years later after sovereignty is lost. Once sovereignty is gone, everything royal is gone as well. There is no longer a right to honor or be a fons honorum, which is absolutely necessary for a true order of chivalry to exist.
Sovereign and Independent Knightly Order of Saint Michael
Here is an article for my German friends. This time, we take a look at an organisation of German language, based in Austria. The Hochlöblicher Orden der freien Herren und Ritter vom Sankt Michael – Sankt Michael Ritter-Orden. Or, as stated on the English homepage: the Sovereign and Independent Knightly Order of Saint Michael. This Order was created in 1999 by a former employee of the Chamber of Commerce of Austria. Its field of organizational activity is still limited to Germany and Austria.
Mr. Richard Steeb of the Sovereign Military Hospitaller Order of Saint John of Jerusalem, of Rhodes, and of Malta says: “This is a pseudo-order, one of many self styled orders.”
There is nothing to add, regarding this privately founded organisation.
The founder of the Order, 74 years old in the meantime, also founded the Europäische Wirtschaftskammer für Handel, Gewerbe und Industrie or in English: European Economic Chamber of Trade, Commerce and Industry – EEIG.
Already in 2000, a German court, the Oberlandesgericht Dresden forbid the organisation to use the term “Kammer” (Chamber) in Germany as the policies and practices are not in conformity with the standards of such a Chamber and the name that sounds as if the EEIG would be an institution related to the European Union is deemed misleading.
In 2004, the Deutsche Industrie- und Handelskammertag in Brüssel (Association of German Chambers of Industry and Commerce in Bruxelles) send out a letter, warning its members about the “Chamber” and its awards.
As this is not enough, an Institut für Kaffe-Experten-Ausbildung (Institute for the vocational education of coffee experts), the European Financial Academy, and the Europäische Verbraucherzentrale Ebcon AG (European Consumer advice centre Ebcon AG) was founded by the same person.
The Ebcon AG runs the European Quality Rating program. When you get one of their awards, you just need to pay a little fee and… uhhh, wait… the title of Best Sports Hotel of Europe costs 5.000 Euros, 15.000 Euros for the European Award and 25.000 Euros for the European Quality Rating seal. Wow! I think these are really exclusive awards that you won’t see often displayed on websites or Hotel lobbies. At least, you can be sure that a company that displays them and can pay 25.000 Euros (Currently more than 33.000 USD) for a rating seal must truly be functioning very well…
Additionally, they offer a chance to study business and economy at the Carolus Magnus University (Wilmington, Delaware, Alicante and Bruxelles, Belgium). After very hard and challenging six years… uuuhhhh… six weeks you will be granted your Doctor. Guess who is the Professor of your course… Guess, who founded this University…
You can get degrees in sixteen different fields up to the rank of Professor.
Well, Christian Demand, expert in the Austrian Ministry of Education names this University a title mill: “This so-called University is a title mill, as we see it, sending out diplomas.”

Royal Hashemite Sultanate of Sulu and North Borneo
Confusion appears when talking about the Sultanates in the southern Philippines. The country sees the return of traditional Islamic leaders on its territories, since some years. Several of the re-emerging kingdoms are starting to flourish again and to increase their influence in society and even politics. In many of them the issue who is the current legitimate head is disputed by branches or families. However, although they are acknowledged by the government as traditional leaderships of indigenous peoples and ecclesiastical leaders, they lack the fundament for any kingdom: genuine Royalty or sovereignty. Most, if not all, signed treaties with the colonial governments and ceded their powers to the new rulers, accepting a leadership position within religion and society only. Under international and national law, the sovereignty and Royalty was permanently lost by signing said papers.
Although the Philippine authorities tend to cooperate with these traditional leaderships, they are not a formal part of the Republic nor are they authorized to exercise any real governmental powers.
This article discusses the situation of the Sultanate of Sulu and North Borneo only. However, its legal status is in general the same as that of all other sultanates in the Philippines and can be seen as an example.
Legal situation
The Sultanate of Sulu and North Borneo ceded all its sovereignty and Royal rights over Sulu to the American colonial government by signing the so-called Carpenter agreement in 1915. By this act, the Sultan ratified and recognized the sovereignty of the United States over his territories in the modern Philippines. The Sultan was reduced to a “titular head of the Mohammedan Church in the Sulu Archipelago subject to the same limitations which apply to the supreme spiritual head of all religions existing on American territory.”
In 1962, Philippine President Macapagal accepted a power of attorney from the then Sultan Esmail Kiram I to pursue the sovereignty claim regarding the territories of North Borneo. Although disputed especially by Malaysian scholars, this official act by the Republic of the Philippines lawfully recognized that the Sultanate still owned de jure sovereign and Royal rights over the North Borneo territory in the modern state of Malaysian Sabah. At least up to 1962, as the power of attorney ceded the de jure sovereignty and the Royal rights to the Philippine government: “The territory of North Borneo and the full sovereignty, title and dominion are hereby ceded…” (Footnote 1)
Since 1962, the office of the Sultan is that of an ecclesiastical leader, as described in the Carpenter Agreement and the rank and title is an honorific only. The Sultan is considered by the government as a traditional leader of the indigenous Tausug people in the Southern Philippines.
The Kiram family
The issue who is the legitimate Sultan of Sulu is disputed by different heirs of the Kiram family and by heirs of other families, descending from a recognized Sultan.
It must be noted that Jamalul Kiram II (deceased 1936) was the last Sultan enjoying de facto sovereignty and was signatory to the carpenter agreement. Esmail Kiram I (deceased 1973), who signed the power of attorney and ceded the sovereignty over North Borneo, was the lawful heir in the line of succession of the Kiram family. Accordingly, the last Royal and sovereign rights were vested in the Kiram family.
After the death of Jamalul Kiram II, his crown prince and younger brother Raja Muda Datu Mawalil Wasit ascended the throne. But, Wasit was poisoned, before he and his Crown Prince Raja Muda Datu Esmail Kiram were lawfully enthroned. (Footnotes 2 and 3)
In 1939 the Session Court of North Borneo of the British Colonial government under Judge McKaskie ruled, that the territory of North Borneo belongs to the Sultanate of Sulu. The heirs of the legitimate would be-Sultan Mawalil Wasit were identified by name as the sole heirs and successor to the territory and as being entitled to receive the annual cession money.
The legal ownership of the territory of North Borneo belongs to the heirs of: Dayang-Dayang Hadji Piandao Kiram, Dayang-Dayang Tarhata Kiram, Dayang-Dayang Sakinul In Kiram, Dayang-Dayang Sitti Rada Kiram, Dayang-Dayang Putli Jahara Kiram, Dayang-Dayang Sitti Mariam Kiram, Datu Esmail Kiram, Datu Punjungan Kiram and Napsa Mora or Napsa Lagayan, (mother of Datu Punjungan Kiram and wife of Datu Raja Muda Mawallil Wasit)
Furthermore, the Court acknowledged Esmail Kiram as the legitimate heir of Mawalil Wasit and Sultan of the Sultanate. McKaskie appointed Esmails crown prince Raja Muda Datu Punjungan Kiram as administrator of the territory of North Borneo. (These administrator-rights past through to his heirs as written in Punjungans last will.) (Foodnote 4)
Up to this day, the Malaysian federal government pays the annual cession money to the heirs. 1800 USD as agreed in the lease in 1878. There are about 150 descendants, each of whom accordingly receiving 12 USD per year. (Footnote 5)
Dynastic dispute
There are about 90 rival Sultans, making it probably the most contested position in the world. This is even more curious if we remind that the kingdom ceased to exist in 1962 leaving the position of the Sultan as a purely ecclesiastical and traditional leader only.
Most of the claimants are either impostors or are descendants of Sultans or rival Sultans whose heirs did not ascend the throne. In the last decades, political groups and the government took influence in the crowning of rival Sultans, occupational authorities supported rivals in WWII to get a legitimating for their actions as much as modern rebels seek an ecclesiastic and “Royal” blessing for their fight against the government.
It must be kept in mind that since 1962, there is no law of succession in force anymore, neither under international nor under national law. Sultans from different families were recognized by the local and national authorities as the holders of the honorific and ecclesiastical office, since then. However, the traditional laws of succession are kept in high value and only legitimate heirs of former recognized Sultans are acknowledged and taken serious by the government and the people.
Names of the different serious pretenders that received a kind of recognition by the government or are heirs of a recognized Sultan and some additional information can be found in the Almanach de Bruxelles (Footnote 6).
Current Sultans
The current leadership of the Sultanate is composed of the heirs of Sultan Punjungan Kiram, namely Sultan Jamalul Kiram III (former crown prince of Sultan Punjungan Kiram), Sultan Esmail Kiram II (former crown prince of Sultan Jamalul Kiram III) and Raja Muda Datu Agbimuddin Kiram being the Crown Prince of both. The three brothers implemented a mutual recognition of the rank and title of each other.
It might surprise the readers that such statement is given by me this clear, regardless of the rivalry within the Kiram family and of the Kiram family with other families. The reason is simple:
These three brothers are acknowledged by the Philippine federal government and the provincial government of Sulu as the current holders of the office and are granted recognition as the titular heads of Islam, according to the Carpenter Agreement. They are listed as the current Sultans in the book Tarsilah Brunei, written by the Head of the Brunei History Center of the government of Brunei and published by the Centre (Footnote 22 and 23). No other claimant currently holds a similar recognition. As the law of succession is not in force since 1962, no other member of the Kiram family or of another family has a higher authority by any rights or laws than those Sultans, who are recognized by the government as holders of the office and are equipped with few powers.
Sultan Jamalul Kiram III (Footnote 7 and 8) was the Presidential Special Envoy to the Hajj in Mekka by Administrative Order 245 (Footnote 9), leading the Philippine Muslims. By a treaty with the Office of Muslim Affairs, he was appointed administrator and head of the Blue Mosque (Footnote 10) and held the office of the Presidential Adviser on Muslim Royalty Concerns (Footnote 11). He was a member of the Philippine Olympic Committee (Footnote 12) and represented the Sultanate in the Bipartisan Executive-Legislative Advisory Council on the Sabah issue, together with Sultan Esmail Kiram II. (Footnote 13)
Sultan Esmail Kiram II is listed as the current acting Sultan by the National Historical Institute of the Philippine government and by the Philippine Provincial Government of Sulu (Footnote 7 and 14). He represented the Tausug Islamic community in the National Conference of Religious leaders of the Philippines (Footnote 15) and the Philippine Muslims in the International Interfaith Conferences. He was adopted a son by traditional rites by the mother of the Malaysian Prime Minister Abdullah Badawi during a meeting with the Malaysian government and the Malaysian Royal House (Footnote 16).
In 1988 the heirs of Sultan Punjungan Kiram were invited to represent the Tausug people in the delegation of Nur Misuari and the MNLF to the OIC.
In 1995 and 1999, they re-established contacts to China on travels with Philippine diplomats. These contacts lead to the signing of a treaty of agricultural technology exchange with institutions of the Hebei province (Footnote 17). Cooperation of the Sultanate of Sulu and the Sultanates of Lanao was implemented upon initiative of the Philippine President (Footnote 18). Agreements of friendship and cooperation with the leaderships of governmentally recognized foreign indigenous peoples were implemented. The Royal Sultanate Security Forces act as an auxiliary to the Philippine police forces in Sulu (Footnote 19 and 20).
Titles and awards
The title of Sultan is an honorific, chartered by the carpenter agreement and acknowledged by the Philippine government as the title of the titular head of Islam and the traditional leader of the Tausug people. The Sultan does neither possess Royalty nor sovereignty under Philippine and international law.
The Sultanate grants honorific titles to persons working within the leadership, corresponding to the ancient governmental, noble and Royal titles used in the kingdom when it was a de facto or de jure sovereign entity. These titles are named traditional titles and the bearers are named traditional leaders by the Sultanate. These titles are purely honorific and must not be understood or even used as titles of nobility or Royalty under international law. While the kingdom expired under law, the Sultans still exercise influence in society and are strongly working for the reestablishment of their authority in the Philippines giving the whole thing a political dimension.
This practice is disputed and misleading, however, widely common in Philippine society. Although they do not use it in office, it is hard to find any high ranking government official who does not bear such an honorific title from one of the Sultanates. While these titles have a value in Philippine society, especially foreigners are curious about the true status of such honorifics.
Let`s see a statement by the Philippine embassy in Malaysia to get it more clear and from an official source, published in the article “Social climbers pay big sums for dubious titles”, The Star on Monday May 25, 2009:
The Philippines Embassy in Kuala Lumpur said the sultanates in Mindanao were maintained as part of the culture, tradition, heritage and history of the Muslim community in southern Philippines. “The grant of a title of nobility by a sultanate in Mindanao is purely a private act without the participation of or official recognition by the government,” Second Secretary and Consul Melchor P. Lalunio Jr said in a written reply. “Such titles are not officially recognised by the Philippine government and are deemed as simply honorific.” Lalunio further said the Philippine Constitution expressly forbade the enactment of any law granting titles of royalty or nobility under Section 31, Article V1. (Footnote 21).
In a later article “Inform public the origin of your honorary title clearly” in The Star, March 5, 2010 regarding honorific titles from the Philippines, it is said:
State clearly the origin of your honorary titles on your name cards, recommended the Federal Datuk Council secretary-general Datuk Nor Ashikin Ahmad Mokhtar.
“Recipients should boldly put where they received the title so that the public will be better informed.” (…) “It is one way perhaps for the public to be more cautious when someone flashes a business card with a title on it,” she said yesterday.” (…) She added that it was the morality and integrity of a person to act correctly and not mislead people.
These titles can be compared to Diocesan awards or “Orders” granted by Christian Patriarchs. These awards too, are often styled like the ancient Christian orders of chivalry and mimic noble associations. In both cases, the awards are just honorifics with a confusing appearance, disturbing scholars and followers of authentic Orders of chivalry and bearers of genuine noble titles. Neither said Orders nor the Sultanates titles are conferment of noble or Royal titles as described under international law.
